Physical DescriptionCartoon from the August 20, 1890 Puck magazine. Five men (“Lodge”, “Reed”, “Hoar”, “McKinley”, and “Ingalls”), each dressed in the military uniform of a different country, use a large bellows (“‘Lodge’ Force Bill”) to start a fire using wood (“Sectionalism”) as kindling. A man (“New South”) helps start the fire. Caption: "Base and Unpatriotic.”. Additional text at lower center: “ ‘It will fan into life the smouldering embers of the race question, which time and education are gradually extinguishing.’ - Protest of New York Business-Men against the Lodge Force Bill”. Additional text at upper center: “Puck.”. Artist's signature lower right: “C.J. Taylor”.
Historical NoteThe Lodge Bill was an attempt by Republicans to ensure that elections to the House of Representatives were regulated by the federal government instead of the states. This bill would have fought voter suppression in the southern states. Henry Cabot Lodge was a Massachusetts representative, George Frisbie Hoar was a Massachusetts senator, Thomas Brackett Reed was a Maine representative, William McKinley was an Ohio representative, and John James Ingalls was a Kansas senator.
