Historical NoteDuring the Johnson administration and general postwar era, much foreign policy was dictated by the Cold War, the rivalry between the United States and the Soviet Union for political influence amidst decolonization, associated with proxy wars, ideological struggles, the nuclear arms race, and the space race. In 1968, countries began signing the Nuclear Non-Proliferation Treaty to limit the creation of more nuclear weapons. In early 1968, Alexander Dubcek, the new leader of Czechoslovakia, created new reforms that allowed for more freedom of speech and the press. The other Warsaw Pact nations invaded Prague and killed protestors.
