Historical NoteIn April 1967, Lyndon Johnson met with the heads of state in Latin America in Punta del Este, Uruguay, promising financial support to other nations in the Americas. Before this meeting, Congress and the president drafted a Latin Resolution, but J. William Fulbright opposed Johnson's plan and proposed his own.
