Historical NoteIn February 1967, the Consular Treaty, which had been signed by the USSR, was to be ratified by the Senate. The treaty would protect Americans in the USSR and Soviet citizens in the United States. J. Edgar Hoover was the director of the FBI.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson, until the President donated it to the Lyndon Baines Johnson Library and Museum in 1973.
