In response, President Johnson sent Marines to the Dominican Republic to evacuate American citizens from the country, end the civil war, and establish a conservative Reformist Party government. In 1965, President Johnson tried to end right-to-work laws in nineteen states, which would have resulted in the repeal of 14(b) of the Taft-Hartley Act. Right-to-work laws allow workers to choose not to join unions. Excise taxes are taxes on the purchase of specific goods and services. In June 1965, President Johnson signed a law decreasing excise taxes.
