Baker was a Democratic Party operative and political advisor to Lyndon Johnson in the Senate and in the White House. President Johnson valued his political acumen. However, Baker often blurred the lines between his professional and personal business, leading to investigations of his dealings. He was convicted of tax evasion and spent 18 months in prison.
