A man marches down a road marked with signs (“Lease Lend Bill Short of War” “Patrons Short of War” “Shoot on Sight Short of War” “Arming Merchant Ships Short of War” “Short of War”) followed by the ghost of another man, who says, “I remember going down the same road in 1917 - it was just as clearly marked”. Artist signature at lower left: "Masterson".
