A woman (“Republican Party”) feeds an apple ("Special Legislation") to a horse ("Monopoly") while another horse ("Labor") goes hungry. On the floor, she has a basket (“Legislation in favor of trusts”) of apples (“Bill”, “Bill”, “Bill to help trust”, “Bill to favor monopoly”, “Bill”, “Bill”, and “Bill”) and a bag (“Legislation favoring monopolies”) of sugar cubes.
