LBJ is dressed as a construction worker in overalls and hard hat and stands in front of a collapsed building ("Open Housing"), which an elephant ("G.O.P.") has just trampled. Historical NoteThe Fair Housing Act was signed by Lyndon Johnson on April 11, 1968 that made housing discrimination on the basis of race, sex, religion, or national origin illegal.
