LBJ uses a hatchet ("‘Fair Housing’ Bill") to chop off two sections ("1967 voluntary basis” and “1968 law applies to developments and apartments") from the tail of the dog ("1969 Law applies to all housing" “The right to rent or sell your home to whom you please”).
