Historical NoteIn January 1959 a group composed largely, but not exclusively of, liberal Democratic Senators tried to destroy the filibuster - a parliamentary procedure used to delay a vote. On January 10, 1959, the New York Times printed an article by Russel Baker reporting that a coalition led by Senate Majority Leader Lyndon Johnson decisively defeated the effort. The Times names Senator Paul H. Douglas, D -Ill., as the leader of the effort to dismantle the filibuster. Others named by the Times as supporting Douglas in this effort included John F. Kennedy, D-Mass., Hubert H. Humphrey, D-Minn., Stuart Symington, D-Mo, and Thomas H. Kuchel, R-Cal.Additional Details
