Historical NoteWilliam Proxmire was elected Senator of Wisconsin in 1957 to fill the seat caused by Joseph McCarthy’s death. He was a Democrat that often voted independently. Senator Wayne Morse of Oregon was initially a Republican Senator that left the Republican Party, became an independent for a couple years, and then was persuaded to join the Democrats by Senate Majority Leader Lyndon Johnson. He did not always vote along party lines and in 1959, when this cartoon was made, he denounced Johnson’s tactics for controlling the Senate.
