Physical DescriptionOriginal cartoon drawing. With its head in the clouds, a huge giraffe ("New Liberal Congress") with dollar signs for spots is corralled by a very small, flimsy fence. Uncle Sam with note paper ("Spending") talks to two men ("Rayburn & Johnson") who are struggling to hold onto the giraffe's legs. A Washington D.C. cityscape is in the background. Artist signature lower right: "Dowling." Additional text at lower center: "© 1958, New York Herald Tribune, Inc."
Inscriptions and MarkingsHandwritten at upper right: "Mon [indecipherable]". Red stamped at upper right: "Nov 7 [indecipherable]".
Historical NoteIn 1958, when this cartoon was created, Sam Rayburn was the Speaker of the United States House of Representatives and then Senator Lyndon Johnson was the Senate Majority Leader.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson, until the President donated it to the Lyndon Baines Johnson Library and Museum in 1973.
