Historical NoteWhen this cartoon was created, Sam Rayburn was the Speaker of the United States House of Representatives and then Senator Lyndon Johnson was the Senate Majority Leader. Walter Reuther was the president of the United Automobile Workers (UAW) union. He also became president of the Congress of Industrial Organizations and discussed its merger with the American Federation of Labor, headed by George Meany. Meany continued to be president of the combined AFL-CIO. As president of the AFL-CIO, Meany supported the Civil Rights Movement, domestic programs like Medicare, and the United Farm Workers union. The 1947 Taft-Hartley Act set down restrictions and rules for unions such as banning secondary boycotts and closed shop practices, and required disclosure if the union did any political or financial actions.Additional Details
