Historical NoteDuring the Johnson administration, US officials continued to refuse to recognize the People’s Republic of China in favor of Taiwan and did not allow the PRC on the UN Security Council. However, in October 1964, China detonated its first atomic bomb and in order for disarmament talks to include all nuclear powers, China needed more recognition in the United Nations. Arthur Goldberg was the U.S. Ambassador to the United Nations from 1965 to 1968.
