Physical DescriptionOriginal cartoon drawing. LBJ ("Lifeguard") stands in a boat and reaches one arm (“Tax Cut”) to a drowning white person. He reaches his other arm ("Human Rights") to a drowning black person who says, "We're taxpayers too!". Artist signature lower right: "Ferman Martin”.
Inscriptions and MarkingsHandwritten at upper left: [red] “Thursday edit pg - 39 picas wide no caption”. Handwritten at upper center: [strikethrough in red] “Help with both hands”. Handwritten at upper center: “6 ½””. Handwritten at upper right: [circle] “37”.
Historical NoteLyndon B. Johnson signed the 1964 Revenue Act that decreased income taxes as well as a law decreasing excise taxes in June 1965. Excise taxes are taxes on the purchase of specific goods and services. On July 2, 1964, President Johnson signed the Civil Rights Act to end discrimination based on race, religion, color, sex, and national origin. It banned segregation and discrimination in schools, employment, public facilities, and public accommodations.
