He reaches his other arm ("Human Rights") to a drowning black person who says, "We're taxpayers too!". Artist signature lower right: "Ferman Martin”.

Historical NoteLyndon B. Johnson signed the 1964 Revenue Act that decreased income taxes as well as a law decreasing excise taxes in June 1965. Excise taxes are taxes on the purchase of specific goods and services. On July 2, 1964, President Johnson signed the Civil Rights Act to end discrimination based on race, religion, color, sex, and national origin. It banned segregation and discrimination in schools, employment, public facilities, and public accommodations.Additional Details
