Physical DescriptionOriginal cartoon drawing. LBJ serves a bowl of black-eyed peas ("Tax and Spending Cut Hopes in '64") to a hungry man with a huge spoon. Artist signature lower right: "Ferman Martin”.
Inscriptions and MarkingsHandwritten at upper left: “Tues edit pg - 39 picas wide-” “Blackeyed”. Handwritten at upper center: [strikethrough] “Black Eyed Peas for Luck?” “Wed”.
Historical NoteLyndon B. Johnson signed the 1964 Revenue Act that decreased income taxes as well as a law decreasing excise taxes in June 1965. Excise taxes are taxes on the purchase of specific goods and services.
