Physical DescriptionOriginal cartoon drawing. A horse ("$31 Bil Exports") cannot pull LBJ's wagon ("US Trade Balance"), which carries a tank ("War Costs"), sacks ("$26 Bil Imports"), and two men ("Tourist Spending” “Investment Abroad"). A man (“Fowler”) points at the two men. Caption: “The Overload Seems to Be in Rear”. Additional text at lower center: “Detroit News ‘67”. Artist signature lower left: "Poinier”.

Historical NoteHenry H. Fowler was Treasury Secretary from 1965-1968 and he had to figure out how to resolve the high spending of the Johnson administration, especially the cost of the Vietnam War. President Johnson announced plans for a travel tax which would tax Americans traveling outside the Western hemisphere. However, this was shelved in March 1968 by the House Ways and Means Committee.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson, until the President donated it to the Lyndon B Johnson Presidential Library in 1973.
