Physical DescriptionOriginal cartoon drawing. LBJ stands on a ladder using little scissors to snip bits of leaves ("$") on a tree ("Foreign Aid"). Historical NoteThe United States has used foreign aid to negotiate with other countries. However, some Congressmen such as Otto Passman, the chairman of the House Appropriations Subcommittee, opposed foreign aid.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson, until the President donated it to the Lyndon B Johnson Presidential Library in 1973.
