Historical NoteJ. William Fulbright was a Democratic senator from Arkansas. He was the head of the Senate Foreign Relations Committee and supported detente policies. He became one of the loudest critics of the Johnson administration’s Vietnam policy. In February 1966, Fulbright held televised hearings from Vietnam War witnesses, leading to a decline in support for the Vietnam War among the population. W. Averell Harriman was an ambassador, G. Mennen Williams was an ambassador to the Philippines, Arthur Goldberg was a UN ambassador, and William Bundy was a foreign affairs advisor.
