Physical DescriptionOriginal cartoon drawing. A fat drunken sailor ("Maritime Unions") holds a bottle ("No wheat sales to Russia") and blocks the ship captain ("US Gov't.") from the steering wheel ("Foreign Policy"). Caption reads: "Captain, I'm (hic) replacing you, (hic) for the safety of us all, (hic)." Artist signature lower right: "Basset."
Inscriptions and MarkingsHandwritten across bottom: "For Lyndon Johnson with warm wishes - Gene Basset." Handwritten upper right: "9/11/65".
Historical NotePresident Kennedy allowed for the trading of wheat with the USSR under the condition that it would provide jobs for US seamen, a policy that continued with President Johnson. However, only 38% of ships carrying wheat were US ships, rather than the 50% agreed-on amount. This led to criticism from maritime trade unions and condemnation for selling to Communist countries.
