Historical NoteOn Feb. 4, 1965, President Johnson indirectly rebuffed French President Charles de Gaulle’s call for a five-power conference to review the charter of the United Nations. De Gaulle had scarcely finished telling his own press conference in Paris that Communist China should be brought into a meeting with France, Britain, the U.S., and Russia to consider possible changes to the U.N. Charter when Johnson told his own news conference: “The problems of the United Nations are traceable not to the U.N. Charter, but to those countries which have violated either the spirit or the letter of the charter.” This cartoon references the Gunpowder Plot of 1605.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson, until the President donated it to the Lyndon B Johnson Presidential Library in 1973.
