Historical NoteOne of President Johnson’s primary goals when he ascended to the Presidency was to improve the quality of life in the United States for poor and marginalized people. He hoped government expenditures could be used for his Great Society programs. However, escalation of the Vietnam War led to tax dollars being used for military expenses, rather than domestic programs.
