Physical DescriptionOriginal cartoon drawing. LBJ hangs onto the steering wheel of a car ("Great Society Programs") with a donkey head that has papers ("Budget”, “State of the Union”) in the trunk. A third paper (“Vietnam War”) has flown off the car. The car drives on a road ("Rough Road") in the direction of a sign ("90th Congress"). Caption: “Looking Ahead–”. Artist signature lower right: "Shevchik”.
Historical NoteThe 90th Congress served from January 3, 1967 to January 3, 1969. The Democrats had a supermajority in the Senate and a majority in the House. Because there were more Republicans in the 90th Congress than the 89th Congress, Johnson would have to negotiate across party lines to get enough votes. Some major legislation passed during this Congress was the Civil Rights Act of 1968, which included the Fair Housing Act, and the Gun Control Act of 1968. In 1967, the budget increased funding for the Vietnam War and reduced funding for the Great Society. President Johnson also discussed plans to reduce the budget deficit. In January 1967, Lyndon Johnson delivered a State of the Union Address addressing past achievements of the Johnson administration and issues such as crime, taxes, and foreign policy.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson, until the President donated it to the Lyndon Baines Johnson Library and Museum in 1973.
