Historical NoteIn 1967, Lyndon Johnson proposed a plan to give Washington DC home rule so it could have a local government, made up of an appointed mayor-commissioner, assistant mayor-commissioner, and council. His plan passed in Congress. Johnson managed to get his bill on DC Home Rule through the Senate in July, 1965, and attempted to end-run the House District Committee by using a procedure where a majority of House members could bring a measure to the floor by signing a "discharge petition.”
