Holding rolled-up paper ("DC Home Rule Bill") as a club, LBJ rolls up his sleeve and talks to a rotund man ("Jim Crow") stretching is arms across the doors of "House District of Columbia Committee". Caption reads: "Over Your Dead Body? Gladly!" Artist signature lower left: "Bastian."
Historical NoteIn 1967, Lyndon Johnson proposed a plan to give Washington DC home rule so it could have a local government, made up of an appointed mayor-commissioner, assistant mayor-commissioner, and council. His plan passed in Congress. Jim Crow laws that enforced segregation also suppresed voters, an issue that home rule would help address.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson, until the President donated it to the Lyndon Baines Johnson Library and Museum in 1973.
