Historical NoteThe Bihar famine of 1966-1967 was a famine in Bihar and Uttar Pradesh caused by a decrease in grain production and rise in grain prices. The United States limited its aid due to India’s criticism of American actions in Vietnam. Indira Gandhi was the prime minister of India when this cartoon was made. The cartoon refers to “Red China Threats,” which alludes to how India and China fought over territory in the Himalayas in 1962 during the Sino-Indian Border War.
