Physical DescriptionOriginal cartoon drawing. LBJ stands in the corridor of a hospital ("Medicare Ward") comforting a crying woman. In a nearby hospital room, five patients share a bed ("Bed Shortage") and two patients lie on the floor. A haggard doctor and nurse ("Doctor and Nurse Shortage") stand by the bed. Caption reads: "We've Done Everything Humanly Possible...Legislative Wise". Artist signature lower right: "Conrad © The Los Angeles Times, 1966." Additional text at lower right: "1966, The Register and Tribune Syndicate".
Inscriptions and MarkingsHandwritten across bottom: "With Best Regards to President Lyndon Johnson - Paul Conrad". Handwritten at lower right: "[in red] 52 - 34 1/2".
Historical NoteThe Medicare and Medicaid Act was signed by President Johnson on July 30, 1965. Medicare provided healthcare for the elderly, a fast-growing demographic, and Medicaid helped the poor. President Johnson signed the bill at the Truman Presidential Library to acknowledge the early attempts of Harry Truman to provide national healthcare.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson personally, until the President donated it to the Lyndon Baines Johnson Library and Museum in 1970.
