Physical DescriptionOriginal cartoon drawing. A man (“Postal Workers”) talks to LBJ, dressed as Santa Claus, as they soak their feet. The postal worker holds an empty bag ("Pay Increase") while LBJ also holds an empty bag ("90th Congress"). Caption: “What Did You Get for the Swift Completion of Your Appointed Rounds?”. Artist signature lower right: "L. D. Warren”.Historical NoteAfter World War II, economic prosperity led to an increase in mail volume, making the postal system very costly. The postal office did not have enough infrastructure to handle all the mail people wanted to send. The 90th Congress served from January 3, 1967 to January 3, 1969. The Democrats had a supermajority in the Senate and a majority in the House. Because there were more Republicans in the 90th Congress than the 89th Congress, Johnson would have to negotiate across party lines to get enough votes. Some major legislation passed during this Congress was the Civil Rights Act of 1968, which included the Fair Housing Act, and the Gun Control Act of 1968.Additional Details
