Historical NotePresident Johnson was up for his second term during the 1968 election, but he would later withdraw from the race on March 31, 1968. As a part of the War on Poverty, President Johnson passed education laws, health laws, and urban development laws. He also passed civil rights laws such as the Civil Rights Act to end segregation, the Voting Rights Act to fight the disenfranchisement of Black voters, the Fair Housing Act to end housing discrimination, and affirmative action programs for government jobs. By 1968, the Vietnam War had escalated to hundreds of thousands of troops deployed and the war’s unpopularity in the United States was increased further by the North Vietnamese Tet Offensive in early 1968. Government spending from the Vietnam War and Great Society programs, as well as a 1964 tax cut, led to inflation.
