Artist signature lower left: "Bill Roberts”.
Historical NoteExcise taxes are taxes on the purchase of specific goods and services. In June 1965, President Johnson signed a law decreasing excise taxes. On August 4, 1965, Lyndon Johnson signed the Voting Rights Act, which banned literacy tests and poll taxes and provided federal oversight to ensure that new voting laws weren’t discriminatory.
