Physical DescriptionOriginal cartoon drawing. A giant turtle with a U.S. Capitol dome shell ("90th Congress") walks along, stopping traffic in all directions. LBJ is in his convertible, also trying to get through. A small piece of paper “The Hartford Times” adhered to lower left. Artist signature lower left: "Ed Valtman ‘67”.
Inscriptions and MarkingsHandwritten at lower right: “To LBJ with best wishes Nov. 21., 1967 Ed Valtman”.
Historical NoteThe 90th Congress served from January 3, 1967 to January 3, 1969. The Democrats had a supermajority in the Senate and a majority in the House. Because there were more Republicans in the 90th Congress than the 89th Congress, Johnson would have to negotiate across party lines to get enough votes. Some major legislation passed during this Congress was the Civil Rights Act of 1968, which included the Fair Housing Act, and the Gun Control Act of 1968.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson, until the President donated it to the Lyndon Baines Johnson Library and Museum in 1973.
