Physical DescriptionOriginal cartoon drawing. LBJ talks to a man. Doves holding notes (“Salisbury”, “Prof.”, “Wilson”, “Kosygin:”, “Goldberg”, “Bobby”, “Ashmore”, “Baggs”, “Pope”, and a hammer and sickle symbol) fly to and from a man (identifiable as Ho Chi Minh) reading a newspaper (“New York Times”). Several magazines (“Time”, “Life”, “Newsweek”) are next to him in a stack. A flamingo stands among the doves with a note (“Guess who”). Caption: “I Can't Tell If They're Doves or Homing Pigeons!”. Historical NoteNorth Vietnam did not want to recognize the government of South Vietnam and had the goal of reunification, while South Vietnam did not recognize the National Liberation Front. Meanwhile, the United States followed Containment policy, hoping to keep Communism from diffusing to other Southeast Asian nations, and aimed to leave Vietnam without the humiliation of defeat.
