Historical NoteThe Fifth Amendment to the U.S. Constitution says that no person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a grand jury. Since most juries in the South in the 1960s were overwhelmingly made up of white men, race-based crimes were often acquitted – giving extremist groups an extra layer of cover for their crimes.
