LBJ stands on the second floor of a building ("Under Construction LBJ's Anti-Inflation Structure”) but a man below him (“AFL-CIO construction unions") saws a hole in the floor. Additional text at center left "Voluntary 3.2% Ceiling on Wage Hikes". Artist signature lower right: "do’c Milwaukee Sentinel 2-24-66".
Inscriptions and MarkingsHandwritten at center: "To President Johnson - Best Wishes - don o'connell".
Historical NoteIn 1966, President Johnson set up economic guide-posts to keep both wages and prices from rising more than 3.2% per year.

Custodial History NoteThe item was a gift from the general public to President Johnson during his term in office. It was received by President Johnson personally, until the President donated it to the Lyndon Baines Johnson Library and Museum in 1970.
