Chiari was one of Domingo Arosemena’s vice presidents in 1948, serving briefly as the acting president of Panama in 1949. Chiari was unable to win the presidency in 1952 but was successful with his campaign in 1960. During his administration, Roberto Chiari spoke extensively with President Lyndon B. Johnson over the flag riots in Panama, eventually breaking diplomatic ties with the United States in 1964.
