John A. Burns served two terms as Hawaii's delegate to Congress from 1957 to 1961. Burns campaigned for governor of Hawaii in 1959, but lost to Territorial Governor William F. Quinn. Burns was elected governor in 1961 and held office for three consecutive terms from 1962 to 1970.
