John Miller Baer worked as a civil engineer, a farmer, and a postmaster from 1909 to 1915. Upset with the treatment of farmers, Bear began creating political cartoons for the Non-Partisan Leader and the Fargo Courier-News. In 1917, Bear was elected to the House of Representatives to fill the vacancy left by the death of Henry T. Helgeson and was reelected in 1918. After losing the 1920 election to Olger B. Burtness, Baer became cartoonist for Labor, the newspaper of the National Railroad Union. Bear is credited with coining the term "New Deal" in a 1932 cartoon that Franklin D. Roosevelt adopted as his campaign slogan.
