Physical DescriptionOriginal cartoon drawing. A senator ("Southern Senate Bloc Filibuster") is in the bottom of an hourglass, holding his finger to keep the sand ("Civil Rights Bill") from flowing. Another man (“Dirksen”) is behind him. Outside the hourglass, another man and a cat look on in surprise and the man says “Why Everett!!”. Caption: “When Time Stood Still”. Additional text at upper right: "‘Equal justice is not a reality for millions of Americans Today’... President Johnson." Artist signature lower right: "Yardley”.
